Naindihan ko na GMA as President has the power to pardon criminal offenses. But can the President cancel civil liability as well? As in, if the courts say that Erap has to return P1Billion in ill-gotten wealth, can the President cancel that and say "sige sa yo na lang"?!
Parang kung winasak ko ang kotse ng kapitabahay ko, tapos nahatulan ako ng korte at inutusang magbayad sa kapitbahay. Kahit anong gawing patawad sa akin ng Presidente, hindi pa rin dapat burado ang utang ko sa aking kapitbahay. Makes sense, di ba? Hindi ako lawyer, pero parang merong mali dito. Kung payagan ni GMA si Erap na hindi magbayad ng kanyang civil liability, eh sino naman ang magbabayad nito? Akuin kaya ito ni FG?
